Ursula started off as a member of the academy and was teammates with fellow agenst Emmit Shepard for over a year.
Although a member of The Academy, she is working as a double agent.
Ursula is rude, condescending and does what ever she can to get glory on missions, even if the mission was successful because of Delilah and Julius. While she is a good fighter, her self absorbed attitude and how she treats her fellow agents causes Al to give her and Emmit simple missions while Delilah and Julius handle the big ones since her ego is her biggest weakness and no one can trust her to take on the responsibilities as a spy.
It's hinted that she's attracted to Julius and is jealous of Delilah because she is his partner and he returns his feelings to her, when Ursula and Julius became partners she's proven to be incompetent and wanted Julius for herself, which irritated Julius greatly.
It's also discovered Emmit had feelings for Ursula, and when it's discovered she was a double agent and was arrested he was heart broken.
